What in the heck are you trying to do?
I thought you had to have the software to compose and save a document in PDF format so the same would apply if you were trying to do a SAVE AS conversion.
And to my knowledge, MS WORD/EXCEL/POWER POINT seem to be the applications that are typically converted to PDF format.
It seems you've got a DTP (desk top publishing) application already and that's for the express purpose of printing off flyers, newsletters, etc. I can't imagine there being the need to take something from that stage and have it then put in PDF format.
If you're trying to make something to email out you may want to do it in another MS application. . .if it's multiple pages I think that you could do it as slides on Power Point but I think that would be a huge file to send.
Anyway check CNET.com. I saw some PDF converter programs but they cost $$.
Here's one by Neevia Technology (http://www.neevia.com/?OVRAW=PDF&OVKEY=pdf&OVMTC=standard) that appears to be compatible w/MS Publisher 2000+. . .Document Converter Professional Edition and it's $249.

I'm not saying print an Adobe file, I'm saying you can print a non-Adobe file as a Adobe file. You should be able to click on file, click print and choose you printer. The option of printing the document as an Adobe file should be there. It'll convert your file into the Adobe format.
