Too many symptoms to really tell you a solution. When I had problems like you described I had to re-format the whole hard drive. I took that opportunity to upgrade my computer.
I may not be the one to help you, but the person that can will need to know the following:
What is your operating system? (Windows what 95 XP ME???)
Do you have a virus protection software?
Do you download programs from the internet alot?
Is your hard drive close to being full?
Do you always turn off your computer by using Start-Shutdown or do you sometimes just push the power button while the computer is still active?
Maybe someone here can help you more if you answer those questions.....

I hate to say this...but sometimes ya just need to do a hardisk format and full system restore on your pc (as Rock said).
Windows can be pretty funny like that...especially when dowloading stuff from Kaaza.
If you are just surfing the net and doing documents and stuff, you may not need to upgrade yet.
And let me tell you...right now, PCs are getting really cheap, so it may be worth it to weigh upgrading vs. buying a completely new system...I bet the cost will not be that different.

Do you hae system restore disks? If yes, then do the system restore. (You'll lose all of your data if you do not back it up)
System restore disks usually come with your typical PCs like HP, Compaq, Dell etc.
If you just have a windows ME disk...hmmm...I don't know...I am not familiar with window ME (My laptop has ME, but I do not have the system disks) I am sure that you can do a re-install over your current istallation...and sometimes that helps.
I do not recommend that you format your hard drive yourself...unless you are SURE that you know what you are doing...
