Not sure if anyone has posted this site: mobile17.com (http://mobile17.com). Basically it allows you free of charge to upload portions of music you already have stored on your computer to be converted, sent as attachments (email, pic/vid message, or through web browser), as full audio to be used for ringtones.
Like say you want a specific portion of the song, like the chorus, or the intro to be your ringtone. You would type in that specific time to begin (:27 into the song) and for a duration of no less than 3 and no more than 40 seconds it would send you that audio to your phone where you can save it as a ringtone.
Good thing is, if you have a text/pic/vid message plan, it's all available to you at no charge. If you pay by message, then that is the only fee you pay. The price depending on how many you upload.
